To play Toy Story 2 on Windows 11 you need dgVoodoo

First step 

go here Downloads - Dege's stuffs

Second step

Open dgVoodoo2 v2.86.5 folder and go to MS folder.

Third step

Open x86 folder

Last step

Take the files from x86 and put in the Toy Story 2 folder

That works for on my Windows 11. Ive tried after these steps. Hope it will also work for your computer too.
